Dragon simply does wither same thing as Schindler in Schindler’s List, where she just pretends that they are helping, while they are actually doing fuck all to help the war. With how beloved and notorious she is with incompletes, not to mention her power, she is highly likely to become the next matriarch and from that position she can hinder the war and help even more children.
She can gain influence and power and increase her population and her land without losing her own life or risking the lives of her people. I like clever characters.
